Landlord accountant for Leeds property

Leeds brought in a new selective licensing scheme in February 2026, controls new shared houses in 14 areas, and has a large student letting market where the timing of rent matters for tax.

Short answer

We work with Leeds landlords online from Blackburn, and meet in person by appointment. Since 9 February 2026, landlords of about 12,500 homes in parts of six east, south and west Leeds wards must hold a selective licence costing £1,100 online. An Article 4 direction also means converting a house into an HMO needs planning permission in 14 areas, including Headingley and Hyde Park.

Local rules checked against council and government pages.

Which Leeds properties need a selective licence?

Privately rented homes in one continuous area taking in parts of six wards: Armley, Beeston and Holbeck, Burmantofts and Richmond Hill, Gipton and Harehills, Hunslet and Riverside, and Farnley and Wortley. The scheme covers about 12,500 homes (Leeds City Council).

Landlords had to apply by 9 February 2026. If you buy a let property in the area after that date, you must apply within 14 days of the purchase (Leeds City Council).

What the licence costs

The total is £1,100 online or £1,225 on paper. For applications from 26 February 2026 it is paid in two parts:

PartOnlinePaper
First fee£400£525
Second fee£700 (£550 for Leeds Rental Standard members)£700 (£550 for members)

Both parts are allowable expenses. Under the cash basis each is claimed in the tax year you pay it, which may be different years.

Where in Leeds do I need planning permission for an HMO?

An Article 4 direction removes the right to convert a home into an HMO without planning permission in 14 areas (Leeds City Council): Adel and Wharfedale, Armley, Beeston Hill and Holbeck, Bramley and Stanningley, Burmantofts and Richmond Hill, Chapel Allerton, City and Hunslet, Gipton and Harehills, Headingley, Horsforth, Hyde Park and Woodhouse, Kirkstall, Moortown, and Roundhay and Weetwood.

Outside those areas the normal national rules apply. Some streets are in both a licensing area and an Article 4 area, so check both for any address.

How is student rent paid in advance taxed?

Student lets in Leeds often run on academic-year contracts, with rent paid by term or a summer retainer to hold a room. When that rent is taxed depends on your accounting basis.

  • Cash basis: rent is taxed in the tax year you receive it (HMRC PIM1092). A September payment for the whole autumn term falls in that tax year.
  • Accruals basis: rent is taxed in the period it relates to, so rent received in March for April onwards moves into the next year (HMRC PIM1101).

Bills-inclusive rents add utilities and broadband to your costs. Those are allowable when you pay them. Our HMO accounting service deals with room-by-room income and shared bills.

Does Leeds charge more council tax on empty or second homes?

Yes. A home that has been empty and unfurnished for a year or more pays double the normal rate, rising to triple at 5 years and four times at 10 years (Leeds City Council).

Since 1 April 2025, Leeds has also charged a premium on furnished homes with no resident, which at least doubles the bill. A furnished flat left empty between student contracts can be caught, so plan voids carefully.

How we work with Leeds landlords

We are based in Blackburn, not Leeds. For Leeds landlords the work runs online: bank feeds and receipts reach us through cloud bookkeeping software, and we check room-by-room income and shared bills with you by phone or video.

Face-to-face meetings take place at 72 St James's Road, Blackburn BB1 8ET, by appointment.

Questions from Leeds landlords

Is Leeds Rental Standard membership worth it for the licence discount?

It cuts the second licence fee by £150. Weigh that against the membership cost. If you join, the membership fee is also an allowable expense of your letting business.

I bought a Leeds rental in March 2026. Am I late for a licence?

If it is inside the licensing area, you had 14 days from completion to apply. Apply now and keep proof of the date. Renting without a licence can lead to an unlimited fine or a civil penalty of up to £40,000.

Do I need a licence for a student HMO in Headingley?

Headingley is an Article 4 area, so a new HMO needs planning permission. Licensing is separate: larger HMOs need a mandatory HMO licence wherever they are.
