Landlord accountant for Cardiff property

Owning rental property in Cardiff means Welsh rules: Land Transaction Tax instead of Stamp Duty, registration with Rent Smart Wales, occupation contracts instead of tenancies, and Welsh rates of income tax if you live in Wales.

Short answer

We act for Cardiff landlords remotely from Blackburn, with visits by appointment. Buying a Cardiff rental costs Land Transaction Tax, not Stamp Duty: the higher residential rates start at 5% and reach 17%, and have applied since 11 December 2024. Every landlord must register with Rent Smart Wales, and self-managing landlords need a licence. Income Tax on rent depends on where you live, not where the property is.

Local rules checked against council and government pages.

What tax do I pay when I buy a Cardiff rental property?

Land Transaction Tax (LTT), which replaced Stamp Duty in Wales. It is set by the Welsh Government and collected by the Welsh Revenue Authority, not HMRC. Buying a home worth £40,000 or more when you already own another usually means the higher residential rates (Welsh Government). Companies pay the higher rates on residential purchases too.

Part of the priceHigher residential rate
Up to £180,0005%
£180,001 to £250,0008.5%
£250,001 to £400,00010%
£400,001 to £750,00012.5%
£750,001 to £1,500,00015%
Over £1,500,00017%

These rates apply to purchases from 11 December 2024 (Welsh Government). If you or your spouse or civil partner already owns a home, the whole purchase is usually at the higher rates.

LTT is not deducted from rent. It counts as part of what you paid for the property, which lowers the taxable gain on a later sale. Capital Gains Tax is still a UK tax paid to HMRC (GOV.UK).

Do I pay Welsh income tax on Cardiff rent?

Only if you live in Wales. Welsh rates of income tax follow where your main home is, not where the property is (GOV.UK). A landlord living in England pays English rates on Cardiff rent, and a Cardiff resident pays Welsh rates on property anywhere in the UK.

For 2026/27 the Welsh rates match England's: 20%, 40% and 45%. They apply to rental profit, so watch for any change the Welsh Government announces in future budgets.

Do I need to register with Rent Smart Wales?

Yes. Every landlord of a privately rented home in Wales must register, and registration lasts 5 years. Landlords who manage their own lets need a licence and must complete approved training first. If an agent manages the property, the agent needs the licence instead (Rent Smart Wales).

Registration and licence fees, training courses and agent fees are all allowable expenses of the letting business.

What changed for Cardiff landlords in December 2022?

The Renting Homes (Wales) Act 2016 came into force on 1 December 2022 (Welsh Government). Tenancies became occupation contracts, tenants became contract-holders, and private lets use a standard contract.

Landlords must keep homes fit for human habitation, including electrical safety testing and working smoke and carbon monoxide alarms. Those safety costs are allowable revenue expenses.

What else applies in Cardiff?

Cardiff has used additional HMO licensing in Cathays since 2010 and in Plasnewydd since 2014. It covers shared houses with three or more occupiers from two or more households, whatever the number of storeys. Each scheme lasts five years before the council must renew it (Cardiff Council), so check the current position for your address.

On council tax, Cardiff charges a 100% premium on furnished homes that are no one's main residence, from 1 April 2024 (Cardiff Council). Long-term empty homes pay a premium that rises to 200% after two years and 300% after three (Cardiff Council).

Questions from Cardiff landlords

Can a Cardiff landlord file Land Transaction Tax through HMRC?

No. LTT returns go to the Welsh Revenue Authority, usually filed by your solicitor at completion. HMRC handles your Income Tax and Capital Gains Tax.

I live in Bristol and let a flat in Cardiff. Which income tax rates apply?

English rates, because your main home is in England. The location of the flat does not change your income tax rates.

Is Rent Smart Wales training tax-deductible?

Yes. Training you need to hold your landlord licence is a cost of running the letting business, as are the registration and licence fees.

Do you act for landlords who live in Wales?

Yes. We act for landlords who live in England or Wales, wherever their properties are in England and Wales. We do not act for Scottish taxpayers.
